To stop a vehicle in Illinois you need reasonable, articulable suspicion of a violation — not probable cause. Two unexplained crossings of the lane line gave the deputy enough; the distance the car traveled over the line is not decisive.

The statute compelling chemical testing after a DUI death or serious injury (625 ILCS 5/11-501.2(c)(2)) is facially valid — it codifies an exigency good in most cases. But it is not an automatic warrant exception: when there’s time to get a warrant and no genuine urgency, get one, or the results are suppressed.
