When a suspect refuses to yield to a lawful stop and flees into his home or attached garage, continuous hot pursuit for a jailable offense can justify following him in without a warrant to complete the arrest.

Reasonable suspicion of a traffic violation is enough to stop a car — you do not need probable cause. And an objectively reasonable mistake about an ambiguous traffic law can supply that reasonable suspicion.

State v. Heather Jan VanBeek
Wisconsin’s controlling modern case on the line between a consensual encounter and a seizure. Taking a license briefly to run a records check is fine and not a seizure. But when you return, keep the license, and keep the person answering questions specifically to hold them until a drug dog arrives, you have seized them — and you need reasonable suspicion. A thin anonymous tip plus the person’s history does not supply it.
