Pooley v. State
Asking for ID does not by itself turn a consensual contact into a seizure if you don't keep the ID unnecessarily long. Under the Alaska Constitution a dog sniff of luggage IS a search, but a minimally intrusive one: it is allowed on reasonable suspicion that drugs are in the bag and are being illegally imported or possessed for distribution.
